Those whom God does not call are still fully responsible for their sin and their disbelief. God is fully justified in exhibiting righteous anger against those who are hostile to Him. God does not only hate sin; He hates sinners as well, while still providing for a way for them to turn to Him and to end their hostility against Him. Yet, at the same time, the paradox must be maintained that those who reject Christ could not accept Him unless God were drawing them first. As C.S. Lewis wrote, "Heaven offers nothing that a mercenary soul can desire." The unbeliever, even in the very flames of hell, would not repent and turn to God without God's work to change the stubborn heart. We are fully responsible for our sin, but God is fully glorified for our salvation.
